I think Los Angeles will be pretty well off, since the state's resevoirs are in good shape, but San Diego and the Imperial Valley may be in trouble.
That would totally screw nothernern Mexico, who also have water rights.
One scenario is if the Lake Mead water level falls low enough, there is no way to get water past the dam and the southern Colorado River would become a dry river bed.
