Not included in the article is how close the reservoirs are to "minimum, or 'dead,' power pool", where the water levels fall to where the turbines can no longer generate electricity, and "dead pool" where the river dries up below the dam.
The low hanging fruit is reclaiming and reusing our own water. It's being done, even in the small town where I live. Our wastewater will be treated with a process used by Orange County (see link), then pumped back into an existing aquifer.
It's a local supply that stays local.
