you said it - I think the difference is in the athletes and programs - the defenses at this point involve the 5 or 6 best teams and their athletes are just better than everyone else's. Texas has led all season with the most aggressive defense but everyone at this point is picking up closely all over the floor which means shooters aren't getting to get themselves set as easily for their shots and when they do get time they tend to be rushing it. Who adjusts best to deal with that has a significant advantage. (I looked at UCLA-Texas exactly the same way you did and that's why our drop-off in three point shooting has been so worrisome to me.)
