There's no difference

Let's say a full scholie costs the AD $50,000

If the ad wants to save $150k (he's got a bonus to worry about, you know), then he only gives mbb 12 scholies, and the other 3 spots can be for walk ons, like nick Pasquale.

But some guys aren't going to come to Ucla unless they are on scholie, so the number of scholies does matter.

The issue is much bigger in football. Right now, Ucla is paying for 85 scholies. But there are 30 walk ons. (Total roster = 115.) The new roster limit is 105. So it will cost the AD 20 x $50k (ie, $1 MM) if it wants to give every guy on the team a ride. I think Ucla will stick with paying for 85, and then give 20 guys a walk on shot, but the quality of those guys won't be a good as past years because the best walk on candidates are now going to get offered a ride by schools offering 105 scholies a year.
