That doesn't make sense. If the other 20 aren't as good quality, then what lower level school willing to give them a scholly gives out 105?
But they are also now allowed to give partial scholarships. That may not be important for high level recruits, but for invited walk-ons who have often become valuable players, especially in football, e.g. Carson Schwesinger. So they can get some of those players at a reasonable cost.
This brings up a good trivia question: Who was the last walk-on to start a game for UCLA basketball (not counting last home game seniors).
