The Project for a New American Century was the conservative think tank. Ten of its founders went on serve in the Bush administration, including Cheney, Rumsfeld, Wolfowitz, Elliott Cohen, Scooter Libby.

The PNAC mission was to reshape the middle east into a pax americana, and Iraq was just a starting point. Regime change in Iran was supposed to follow.

9/11 was used as the pretext to invade Iraq, as nonsensical as that was since Iraq and al qaeda were in no sense friends. Iran was the next step after the US was greeted as liberators in Iraq after a few weeks of war.

Needless to say, in the event the project was not well thought out.
