When get too many legislators, it becomes almost impossible to get anything done.
Wait! Does our current legislature get anything done except exempting UFC from anti-trust laws?
And increasing the size of the House would mean it was too big for the current Capitol building. Who would be ni favor of tearing down part of a historic structure?

Very large legislative are good for one thing. The make excellent backdrops for dictators to give speeches with massive numbers of people giving them adulation.
