They cut other FAA personnel concerned with safety.
The big problem with ATC is that they are understaffed and they are having a hard time hiring due to government shutdowns. They are currently being paid, but they weren't in other government shutdowns.
It used to be people wanted government jobs, because it was the ultimate safe job. You knew you would get paid, and that you could retire on a secure government pension. Now "secure" government employees have been fired and gone through periods of no paychecks. This reduces the pool of people wanting to work for the government.
BTW, this is fine with the billionaires pulling the strings. They are OK with people dying, as long as their taxes are lower, and they are getting government handouts.
