When an officer arrests you, the conventional wisdom goes, you need to go limb. If you move around, that qualifies as resisting arrest and the police can legally (or para-legally, if you get my drift) beat the crap out of you.
I had heard from a few places a decade or so ago when these demonstrations were going on (may have been the Occupy protests), that LAPD cops had a special way to grab people they are arresting that would make the arrestee involuntarily flinch, and they would use that as the excuse to pummel them, because LAPD will always be LAPD and they will hate those "damn hippies".
Electric gloves? What better way to have someone flinch or react to being handled by just slipping in a little jolt and then not only beat them to a pulp, but also administer multiple shocks that would hopefully stop an inch before they reach cardiac arrest or something.
These are tools of legalized torture handed over to a group of people who are naturally inclined to be sadistic f*cks, who I strongly suspect are hopped up on steroid, nazi or nazi-adjacent ideology, and god knows what else.
