If you google it you'll find that most of the places the boats are being blown up are in international waters and that lawyers say technically the ICC can claim they violate international law. If a US person commits a crime in an area that does belong to the ICC, the ICC contends it has jurisdiction, the US of course insists it does NOT,
I've seen several arguments online that suggest if the ICC wanted to they could in fact arrest someone like Hegseth or Rubio outside the US and charge them with crimes, it's just not clear what would happen then
Duterte is in prison by the ICC despite withdrawing the Philippines from the ICC to avoid that very thing, the ICC argued his crimes happened when the Philippines WAS a member.
I don't think it will ever happen but Trump is actively targeting ICC for this very reason he doesn't want them to be able to go after anybody in his admin
