California’s largest and most important reservoirs are in the north and eastern part of the state. Because that historically is where rain falls. A deluge of the Southern California coast doesn’t create much in the way of water supplies.
Also, a good snowpack is essential because that functions as California’s largest reservoir. Last season the snowpack was decent but March was unseasonably warm and most of it melted. Fortunately some spring storms topped off the reservoirs. But a warm went winter that pushes systems south is not ideal for water supply.
