My memory is getting hazy, but that was how I voted up until the early 2000s.
From 94-98, I lived in Cypress, Orange County. Ballots were mailed to me automatically. I asked my Republican Congressman's office about that. He said my precinct didn't have enough registered voters to justify opening up an in person polling place, so all registered voters automatically got ballots. Mail in ballots were not controversial until they were some reason.
