This was another Quid Pro Quo, Richie Rich spent 5 billion of us taxpayer money on the 23 new copters and then demanded Lockheed pay for the new helipad. Now he's discovered he's too fat and old to get in and out if it's not level so he's going to have to level the lawn, which wasn't level when this project started
