No matter which Democrat wins, AIPAC is going to back Republican Mike Rogers. Then why is AIPAC backing Stevens over El-Sayed if the former is much more electable and therefore more likely to beat their candidate in November?

I think AIPAC is deathly afraid of anti-Israel candidates on the November ballots. They don't want anyone on the debate stage calling out Israel's bullshit.

I saw a similar dynamic in CA40. I am convinced Esther Kim-Varet was on the primary ballot solely to keep the November ballot free of anti-Israel candidates. As a result, the district will have two MAGA pro-Israel Republicans running against each other. Mission accomplished.
