If he was herding he would move his numbers slightly pro-Trump rather than slightly pro-Harris.
If he's herding and bought as you claim, he is doing the opposite of what is happening.
You can repeat the words but unfortunately, it's clear you don't understand it. Just like you didn't understand prior, Silver's numbers were statistically equivalent to 538 as they are now even though he was as you say "bought" and had a gambling addiction.
