It's not even just the sending tests to the enemy that's a problem.
Trump spent months undermining testing in the US, he refused to get tests from Germany because he didn't want to look weak asking Merkel for help. He refused to push testing, in fact he told people NOT to get tested. He repeatedly questioned the results of testing, said lots of positive tests were actually negative etc. He systematically undermined the US efforts to test and trace because he didn't want people to know just how bad the Covid spread actually was.
All the while he was testing himself every day, and sending tests to Putin?
