He's trying to give himself and his family total immunity from financial crimes so after he's not POTUS, hopefully dead, the US can't go after his family and businesses for all the money he stole.
He's also demanding the IRS be gutted so they can't pursue other wealthy people who don't want to pay taxes. This goes back to a story the NYT did in Feb and updated in March about Trump and Musks attempts to gut the IRS so billionaires won't have to pay taxes virtually ever
This would likely be the single most corrupt act by a world leader in modern history it's essentially saying I can steal anything I want and I'm immune but so is my family
No wonder he needs a bunker err ballroom he is afraid of the French Revolution
