are Kalshi betters trading on?

Even if you're betting on "is S&P 500 going to reach this point on this day", what you're doing is still fundamentally different from what buying and selling on S&P 500 in the actual marketplace is. In one case you are completely insulated from the actual value of S&P 500, in the other, you are.

If you boil it all down to "you're making a claim and putting your money on it", it's still different: when I buy a stock or mutual fund, I am not commiting to what vcalue it's going to have at a specific point. That's an investment I am making (which is "gambling" only in the sense that I could lose value) in an open ended way. I buy it and sell it when I see fit.

A bet is a bounced action by definition. There has to be an end point where it can ve determined that you won or lost.

Yes, they both involve risk but that's about the only thing they have in common. Even the kind of risk they involve is different,. So please be more precise about the point you're making because it's all getting muddled up.
