Question about gerrymandering

What happens if Congress manages to ban all forms of gerrymandering including racial and partisan kinds? Wouldn't it be ideal? We may end up with fewer black seats, but more Democrats in the House. Today, southern Democrats aren't Dixiecrats. It's not 1948 any more. That's better than ending up with more Republicans from heavy partisan gerrymandering, is it not?
