It is illegal and actually a felony of up to 5 years in prison.

And there are no Emergency powers that will allow the president to do this.

So ICE will not be at the polls.

I am more concerned about tampering with the postal system. They are trying to make it so that they can't receive your vote early or late. It has to be received on the day. And that includes even if your ballot was postmarked on time.
