Isn't the point of a "confirmation hearing" to determine whether some appointee is qualified to a certain position?
If Donald Trump appoints someone totally unqualified like "MarkWayne" Mullins to run the DHS, the "confirmation hearing" should just tell Donald Trump to find someone more qualified, right? But so far, all the confirmation hear does is nothing other than embarrassing the appointee.
Why can the Congress vote on a confirmation of some unqualified candidate but not war declaration?
