There are some reports the controller was working the LGA tower by himself, which isn't unusual late at night at small airports, but is downright dangerous at bigger, busier airports. If true, then this one controller was working the tower frequency with 2 runways, all taxiways, giving IFR clearances (a briefing for all flights to be conducted under instrument flight rules, which is ALL commercial flights) AND listening to the pilots reading back the clearances to be sure they're accurate, etc. That's TOO MUCH for one person to handle at a busy airport, and the ATC shortage is both real and deadly.
