It's actually a form of signaling - by deliberately mis-pronouncing a person's name, the speaker is not only attempting to denigrate that person, but they are also sending a signal to everyone else that they are openly disrespecting that person.
Does anybody here remember when politicians, police officers, and other public officials in the deep South were using the term "N!ggeros"?
