Multiple U.S. intelligence agencies and a bipartisan Senate committee concluded that Russia conducted an extensive influence campaign to help Donald Trump win the 2016 U.S. presidential election.
The activity occurred throughout 2016 and the presidential transition period that extended into early 2017.
Key Findings of Investigations
Directed by Putin: The U.S. Intelligence Community's declassified assessment from January 2017 concluded with "high confidence" that Russian President Vladimir Putin ordered an "influence campaign" aimed at helping Trump's election chances.
Methods: The effort involved social media disinformation networks, hacking, and the release of stolen Democratic emails (hack-and-leak campaigns) to denigrate Hillary Clinton and sow discord in the U.S. electoral system.
Campaign Contacts: The Senate Intelligence Committee's final report in 2020 confirmed "significant ties" and numerous contacts between the Trump campaign and Russia-linked operatives, though the special counsel's report "did not establish that members of the Trump campaign conspired or coordinated with the Russian government in its election interference activities". The Mueller report noted, however, that the Trump campaign "expected it would benefit electorally" from Russia's efforts.
