Is one of the necessary steps to totalitarianism. Hannah Arendt referred to it as denying people the right to have rights. The first step of the Holocaust was to expel Jews - many who had lived their entire lives in Germany - and to render them stateless and devoid of rights. Then strip others of citizenship and the right to participate in society. In Poland Jews were rendered stateless by removing them to the Generalgouvernement where no institution for recognizing or claiming rights existed.
