1. A small group of people who are convinced that they can control.
2. The masses who are convinced that each will be exempt from the actions of the movement.
A lot of legal immigrants, minority citizens etc. have convinced themselves that the movement will draw a distinction between them and the others. They won't. At least not after they have achieved power.
