an established paper we can show. We're not going to walk around with our birth certificates or Social Security cards. Our state IDs or drivers licenses don't establish citizenship. Most people don't have a passport, and carrying one in your own country is bizarre idea.
I never had an intrinsic problem with having to show an id to law enforcers (I grew up in a place where that was expected, with that idea, which is probably why) but this system is not designed for that. We don't have a national id card system that establishes us as citizens. If we're going to be stopped in the streets and asked to show our papers, it would be good to have *some* paper to show.
They're having it both ways. A cynical person would credibly claim that this is the whole point: forcing people to show papers where there is no definitive one so that it is up to the gestapo to decide whether a person has been able to establish enough citizenship credentials, where, obviously, speaking a language other than English and not looking like a white settler of the land counts as points against your presence in the country.
