It's time to ask the hard question

Trump has billed himself as a "stable genius".

By now almost everyone has concluded that he's no "genius". Now it's time to move on to "stable" and ask a hard question. What rules would apply if a president is judged to be mentally impaired to the point that he's no longer capable of making make rational decisions?

Are his cabinet and/or the Republican majority in Congress going to sit on their hands while Trump drives the country off an economic cliff?
