And I would not be surprised that the state would want to avoid all that by keeping him on the allots anyway, and arguing that this is for the courts to sort out.

The overall point is, we've been putting out faith in the laws doing their thing against this man, and none of it added to anything meaningful at the end of the day. It's time for us to understand that the law is a paper tiger.
