OMG read a book. He didn't blow up dams to save the Smelt, they removed dams because of Salmon. The Smelt you're talking about is the Delta Smelt and it's not in the areas where they removed dams, it's in the California delta, Nor cal. It's an endangered species.

They were pumping more and more water to So Cal and the pumps are so strong it reverses the flow of water, the salmon smolt get sucked into the pumps and die. So we were seeing record low salmon runs. So Resnick and the REpublicans spent a bunch of money creating phony organizations and claiming non native fish, largemouth bass and striped bass were eating all the salmon and needed to go. That's because fishing groups were the ones primarily fighting the water grab, in the courts. So they figured if there's no largemouth or striped bass the fishermen will go away and they can plunder the delta.

Eventually the groups with the fishermen filed a lawsuit saying they were violating the endangered species act as the Delta Smelt population had crashed.

They didn't remove dams they limited when and how much they can open up the pumps. So then the Resnicks did fake studies and starting pushing the old Jerry Brown delta tunnels system which would take fresh water before it gets to the Delta, and funnel it to So Cal. And again water experts have been saying for years the result would be increased salinity in the Delta and it would destroy the habitat. Drive around sacramento sometime and see all the anti tunnel signs.
