Are growing and the actuaries are looking at data showing climate related disaster like fires and floods are getting worse and those markets like Florida and California are becoming too risky and unprofitable. They aren’t idiots who think raking a forest is a thing or that LA water pressure dropped because Klamath dam was removed. They know risks are increasing and that governors or mayors don’t have the ability to control the wind or summon rain.
But sure, let’s say it was regulators.
