In 2017 they approved privatizing the electrical grid. Puerto Rico has ancient equipment, like 40 to 60 years old. 96 percent of the power comes from fossil fuels. When Hurricane Maria hit while Trump was POTUS, he famously threw paper towels, argued with the mayor, and then gave the electrical grid contract to a tiny company in Montana who outsourced the whole thing. They never actually did what they were contracted to do they just restored as much power as they could using the original equipment and repairing what they could. They did NOT upgrade and they intentionally didn't go for any renewable energy.
in 2023 a new vendor won the bid for upgrading the system, and were immediately met with accusations of corruption from the previous guys. A government investigation revealed it was the previous company, the one that came in under Trump, that was corrupt.
So At one point 90% of the island had no power on new years they think an underground cable was damaged. It's being investigated now to see what the cause was.
The people are protesting saying this entire thing should have been fixed right after Maria, but Trump did such a horrible job of it that nothing was actually fixed/
