Even those have an affect on the market if enough total units are built to outstrip demand in that market. Obviously a combination of housing types is better; and requirements for lower income units help even more.
The problem is a combination of developers (who want to keep rents higher) and NIMBYs (who want people to live somewhere) else coalesce to suppress the number of units built below the number needed to meet demand.
