From everything I ever heard from people both inside and outside of the program, Chip genuinely resented the assertion that he was responsible for anything beyond X's and O's. He was an arrogant prick that systematically sabotaged the program at every angle. And yet there were so many who continued to defend him well past the time he left, instead believing it was all the fault of the administration. Like when a guy doesn't even try to recruit, how can his failure to recruit be the fault of anyone else?
