But the pro teams certainly prohibit pay for play from outside sources. I mean Nike can't tell a FA, hey come to the Lakers and in addition to the capped salary you get from the Lakers, we'll thrown in another $15m a year.

But sure, true NIL is not controlled by the pro sports.
