Not sure if you were able to read the article, but the NFL Jr. that you envision is quite different from this "CSFL" plan.
The proposal suggests that within each conference, per-school revenue distribution would be relatively equal, with slightly more incentives eventually geared toward legacy and top-performing programs that drive the most value.
The CSFL conferences would include all current and former Power 5 conference members. Additionally:
It would also aim to reduce the financial and competitive imbalance that so often defines college football in particular.
Obviously, this will be opposed by the programs that stand to make much more than slightly more money.
