No. Nothing like that is being conceded. I'm opening your eyes to the systemic failure that damaged recruiting, if you insist that recruiting suffered, a point I will stipulate for sake of argument.
The bankruptcy of the system reduced resources which correlates directly with what you say is reduced recruiting results.
Your time is better spent figuring out why Ucla went bankrupt and what was done to correct that problem. The answer to the first part of the matter is incompetence (severance spending, support staff, game expenses) and the answer to the second part is nothing.
Bankruptcy in the real world means purge and change. In the pretend public sector of Ucla it means nothing. So, at Ucla, we have the same system today that went bankrupt 5 years ago. And people expect different results.
