It depends upon how elite is defined. But, by most definitions, Ucla isn't included. Although those you list are not elite in the quality of their outputs.
Ucla isn't elite at anything. It's a big dumb public school that sells research services to the government and uses its subsidized educational advantages to compete with the citizens who subsidize them for revenue in the private healthcare market.
The notion that Ucla is anything more than a government research contractor, an HMO competitor and a social welfare program for pensioners and salary suckers is hubris.
