Even that middleman already exists if you think of ESPN and Fox as the power brokers bidding for and funding institutions' sports programs.
While you might argue a "professional" private entity could do better than many college athletic programs, that argument is easily countered by both New York NFL teams, the Oakland A's in baseball, and any number of NBA teams.
Not sure what "problem" this "solution" is supposed to fix.
