UNLV is such an obvious choice..Explain why it's not 1 of the 4 today?

There has to be a reason a football powerhouse Fresno State gets priority invitation over UNLV in round 1. So it must be UNLV says not yet, or Pac not interested (unlikely), or UNLV wanting to go with Nevada, but Pac not interested in Nevada (less likely, cuz Fresno State over Nevada?).
