That’s a really poorly written rule. It also doesn’t appear to differentiate between players who transferred after last year and who were enrolled the same year they seek to transfer. To me, that’s a big difference. Hell, you can transfer to a rival and take this years playbook with you.
I guess I understand the need to transfer if it’s for a legitimate purpose, but want to is much different than need to.
