Woulard was a 4-star recruit rated by 247Sports as the No. 2 dual-threat passer in the 2013 class, and chose UCLA after previously committing to South Florida. He was MVP of the 2012 Elite 11 quarterback competition.

He did not see the field in two years with the Bruins, redshirting in 2013 and sitting third on the depth chart behind Brett Hundley and Jerry Neuheisel. Woulard then was in a competition with Neuheisel and true freshman early enrollee Josh Rosen for the starting job, and while he looked good, he was still facing an uphill battle to finish any better than third place.

He then transferred to South Florida where he got injured and ended up 3rd on the depth chart. So he transferred to Clarion, a DII school in Pennsylvania where he went 2-for-22 for 53 yards and two interceptions in his first game, improved a little after that, but left the team after six games. He then went back to USF and got his degree but didn't play football.
