Morgan Center fought NIL for two years and now Ucla football trails more competent national competitors in fundraising. Ucla is losing in recruiting because they don't have the money to do better.
Their budget probably allows them to take a few focused shots on high-ish quality players in the portal each year and then use whatever money they have left to mop up where they can, including JV recruiting.
They apparently wanted Madden in the JV ranks but you'll notice not much happened after he committed. It looks like they blew their wad on him and were done.
