It seems to have happened at Washington, where after two years of big budgets and poor results, they money well seems to have dried up. At some point, you would think there money avaiable will start to reach some kind of limit.
Who knows? If you have a big whale worth billions, you might have essentially a bottomless checkbook. Not everyone can find one, but they seem to exist like for Louisville and Texas Tech.
Then there are corporate donors. Oregon has Nike. Memphis has FedEx. They can easily outspend any individual donors if they want to.
I don't know how it all ends.
