It's hard to draw any conclusions because over half the games (and, two thirds of the wins) were against cupcakes. If you look at just the "real" games, the contrast isn't so great.
Losses: 21 fouls
Wins: 18 fouls
In the losses, some of the fouls might have been at the end of the game and intentional. If so, the differential is even less.
The games I considered real games were
New Mexico, Washington, Oregon, Arizona, North Carolina, Gonzaga, and Nebraska.
