Same is true here with this team. The question is if he's leading sufficiently in the way this teams needs to be led. I believe Andrews is the natural leader here by experience, position, and talent, but it appears that perhaps his temperament is such that he falls short of what's needed. Johnson, on the other hand and as you've stated, seems more appropriate for the job. I think he's the wrong guy. It's my opinion that Andrews not stepping up enough is one of the things that's keeping this team from it's potential. My experience has taught me that leadership by committee often falls short.
