15 team tournament doesn't make sense, nor does the bracket...

of 1-4, 5-9, 10-15. I guess you can make it work if 9 plays 8.

But it's just as easy to bracket 1-4, 5-8, 9-16. And not much harder to add play in games for 15-18.
