It would be interesting to hear who first thought of this and why. My impression was that the regents (including Newsom) were butt-hurt that this bombshell got dropped on them with no notice. Their only justification for why they needed to know, is the impact on Cal.
Not making us pay Cal would be like saying, "You're right. This is none of our business."
